Options for Recovery: Perinatal Substance Abuse and HIV Infant Program

Foster & Adoptive Resource Family Services Program

Perinatal Substance Abuse and HIV Infant Program, also known as Options for Recovery (OFR), is a program within the County of San Diego Foster and Adoptive Resource Family Services Program. OFR provides recruitment, specialized training, support and respite care for Resource Families who care for children ages birth to 60 months who are drug and/or alcohol exposed and/or HIV positive. OFR Resource Parents provide a temporary safe haven for special needs children until family reunification or a permanent placement occurs. They provide a home-like environment that is welcoming and healthy, while allowing these children an enhanced opportunity for developmental growth through special care and nurturing.

Our Goals are:

  • to intervene early to minimize the devastating effects of maternal substance abuse on infants and toddlers
  • to maximize the health and attachment of infants and children of substance abusing women
  • to limit the number of children in high cost institutionalized placements, such as hospitals and group homes
  • whenever possible, to support the reunification of the substance exposed and/or HIV positive children with a biological parent


If you are:

  • a person who can nurture and care for a special needs child
  • a person who is willing to work with parents to regain custody of their children
  • a non-smoking home
  • able to meet the needs of extra appointments
  • not a licensed family daycare
  • willing to provide love and care for a child until they are reunified with family or adopted
  • willing to attend specialized training and meet San Diego County Resource Family Services requirements (see sandiegofosterkids.com)

Then you are eligible to become an Options for Recovery Resource Parent. The success of the OFR program depends on people like you providing warm, nurturing care for these children. If you are interested, please contact us.
